The Lampard Inquiry into mental health deaths in Essex
Baroness Kate Lampard · work from 2024
What this was
Statutory inquiry into more than 2,000 deaths of people who were under the care of NHS mental health services in Essex between 2000 and the end of 2023, focused on Essex Partnership University NHS Foundation Trust, North East London NHS Foundation Trust, and their predecessor organisations. It is the first public inquiry specifically into mental health deaths. In January 2026 the timetable slipped: closing statements are expected in summer 2027 and the final report in mid-2028. In October 2026 the inquiry held hearings on observation technology and resuscitation, and the chair said she would make interim recommendations if she found an urgent risk.
Why it sits in the hub
It will test whether Edenfield, Winterbourne View and Southern Health were local failures or a national model of inpatient mental health care. The October 2026 hearings on bedroom monitoring technology are already a national question, not only an Essex one.
Findings
Finding 1
The inquiry is examining deaths across more than two decades of inpatient mental health care, including physical and sexual safety, observation, medication and family involvement.
Finding 2
Remote monitoring technology used on mental health wards raises questions of privacy, dignity, and whether it replaces face-to-face care. The chair has said those questions are relevant to providers across the country.
Recommendations in this hub
Paraphrase of the public recommendations, not the official text.
- 1Awaiting responseTo be determined
No final recommendations have been published. Interim recommendations on observation, monitoring technology and resuscitation were under consideration after the October 2026 hearings, and had not been issued by 21 October 2026.
