The NHS Long Term Plan
NHS England · work from 2018 · published 2019
What this was
The national plan for the decade from 2019: integrated care, out-of-hospital services, mental health, cancer, cardiovascular disease, maternity and a digital NHS. It assumed a funding settlement and a workforce to match.
Why it sits in the hub
Darzi's 2024 investigation judged the years after this plan harshly. The 10 Year Health Plan of 2025 replaced it. The hub treats both as public commitments that can be read against inquiry findings.
Findings
Finding 1
The plan's aims depended on staffing, capital and social care that were not secured inside the plan itself.
Recommendations in this hub
Paraphrase of the public recommendations, not the official text.
- 1Partly doneNHS England
Move care upstream, with integrated care systems responsible for population health.
ICSs were put on a statutory footing. Hewitt found the accountability model unfinished.
- 2Partly doneNHS England
Expand mental health services and improve maternity safety as named programmes.
