High Quality Care for All

Lord Darzi of Denham · work from 2007 · published 2008

What this was

The NHS Next Stage Review, led by a surgeon-minister. It argued that the next phase of reform should be organised around quality: safety, experience and effectiveness, with clinical leadership at the centre.

Why it sits in the hub

It made quality the organising idea of NHS policy and created tools such as quality accounts. Lord Darzi's 2024 investigation then found that quality, access and productivity had since deteriorated.

Findings

  1. Finding 1

The NHS had improved access, but quality was not yet the measure that drove decisions.
