The Victoria Climbié Inquiry
Lord Laming · work from 2001 · published 2003
What this was
Public inquiry into the murder of Victoria Climbié and the failure of health, police and social services to protect her. Information sat in separate organisations and was not acted on.
Why it sits in the hub
It drove Every Child Matters and the later safeguarding architecture. Child protection reviews since, including Munro, still argue about information sharing versus professional judgement.
Findings
Finding 1
Many professionals saw warning signs. No one assembled them into protection for the child.
Finding 2
Accountability was diffuse across agencies, so failure had no clear owner.
