The Hewitt Review: an independent review of integrated care systems
Rt Hon Patricia Hewitt · work from 2022 · published 2023
What this was
Review of how integrated care systems were being overseen. It found too many national targets, too little autonomy, and prevention still losing out to acute pressure.
Why it sits in the hub
It is the governance review of the model the Five Year Forward View and the Long Term Plan created. The 10 Year Health Plan has since re-centralised some of what Hewitt wanted to let go.
Findings
Finding 1
ICSs were accountable in too many directions, with a target regime that rewarded the urgent over the important.

- 1Partly doneGovernment and NHS England

- 2Not publicly clearNHS England
Give ICSs real freedom where they can show capability, and intervene where they cannot.
